refactor(apt): remove redundant APT_OPT flags from full-upgrade
- Scope APT_OPT flags exclusively to index updating via apt update
- Remove APT_OPT from apt full-upgrade string format call
- Rely on default APT queue management and HTTPS transport during package downloads
